European Union president Ursula von der Leyen announced<\/a> a new initiative to give artificial intelligence (AI) startups expedited access to European supercomputers.<\/p>\n

The announcement came during the president\u2019s 2023 E.U. State of the Union address on Sep. 13.<\/p>\n

We have to ensure AI develops in a human-centric, transparent and responsible way.<\/p>\n

I believe , together with partners, should lead the way on a new global framework for AI, built on three pillars:<\/p>\n

In introducing the topic of AI, president von der Leyen invoked an open letter sent by members of the global AI community calling for increased regulatory scrutiny of the potential for \u201cextinction from AI.\u201d<\/a><\/p>\n

Per von der Leyen\u2019s speech:<\/p>\n

\u201cAI is a general technology that is accessible, powerful and adaptable for a vast range of uses \u2014 both civilian and military. And it is moving faster than even its developers anticipated. So we have a narrowing window of opportunity to guide this technology responsibly.\u201d<\/p><\/blockquote>\n

The president called for the assemblage of a new guiding a \u201cnew global framework for AI, built on three pillars: guardrails, governance and guiding innovation.\u201d<\/p>\n

In describing the necessary guardrails, the president invoked the E.U.\u2019s \u201cAI Act,\u201d calling it \u201ca blueprint for the whole world. For the \u201cgovernance\u201d pillar, von der Leyen beseeched the global community to form a governance council similar to the International Panel on Climate Change.<\/p>\n

Lastly, in support of the tenant of \u201cguiding innovation,\u201d president von der Leyen announced an E.U.-wide initiative to accelerate access to Europe\u2019s supercomputers for artificial intelligence startups who wish to train models and conduct research.<\/p>\n

\u201cEurope has now become a leader in supercomputing \u2013 with 3 of the 5 most powerful supercomputers in the world,\u201d the president said, adding \u201cWe need to capitalise on this.\u201d<\/p>\n

President von der Leyen also lauded U.S. technology companies that have chosen to voluntarily adopt A.I. standards and ethics and praised E.U. companies that have done the same. \u201cNow,\u201d the president added, \u201cwe should bring all of this work together towards minimum global standards for safe and ethical use of AI.\u201d<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
