{"id":156248,"date":"2023-09-15T06:28:59","date_gmt":"2023-09-15T00:58:59","guid":{"rendered":"https:\/\/dripp.zone\/news\/?p=156248"},"modified":"2023-09-15T06:28:59","modified_gmt":"2023-09-15T00:58:59","slug":"house-financial-services-comm-witnesses-air-multiple-anti-cbdc-arguments-crypto-news","status":"publish","type":"post","link":"https:\/\/dripp.zone\/news\/house-financial-services-comm-witnesses-air-multiple-anti-cbdc-arguments-crypto-news\/","title":{"rendered":"House Financial Services Comm. witnesses air multiple anti-CBDC arguments &#8211; Crypto News"},"content":{"rendered":"<div data-v-281e09ba=\"\">\n<p>A chorus of disapproval rang out from the halls of the United States Congress on Sept. 14 as a House of Representatives subcommittee held a hearing on the \u201cdigital dollar dilemma.\u201d Five expert witnesses were scheduled to testify at the hearing, and most of them argued against creating a U.S. central bank digital currency (CBDC), or a digital dollar.<\/p>\n<p>Partisan divisions were on full display as the hearing opened, with subcommittee chair French Hill saying, \u201cThere is no support for a CBDC in Congress except from those on the fringes.&#8221; Rep. Tom Emmer called CBDCs \u201ca tool the Communists have.&#8221;\u00a0<\/p>\n<p>Subcommittee ranking member Stephen Lynch warned of &#8220;false narratives and fear mongering, much of it coming from the cryptocurrency industry itself,&#8221; and announced the creation of a congressional Digital Dollar Caucus.<\/p>\n<p>The five witnesses <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/financialservices.house.gov\/calendar\/eventsingle.aspx?EventID=408960\">slated<\/a> to speak at the hearing \u2014 held by the\u00a0Financial Services Subcommittee on Digital Assets, Financial Technology and Inclusion \u2014 were Digital Asset CEO Yuval Rooz, senior vice president of the Bank Policy Institute Paige Paridon, the University of Pennsylvania\u2019s Christina Parajon Skinner, Norbert Michel from the Cato Institute and Columbia University lecturer Ra\u00fal Carrillo.\u00a0<\/p>\n<p>The hearing was explicitly dedicated to private sector alternatives to CBDCs, but only Rooz was directly affiliated with a business.\u00a0<\/p>\n<p>Digital Asset is the creator of the Daml smart contract language and the Canton blockchain, which <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/microsoft-goldman-sachs-others-partner-in-new-blockchain-network\">is backed by companies<\/a> such as Microsoft, Goldman Sachs and Deloitte. In his prepared testimony, Rooz took on position \u00a0on CBDC, but urged that any form of digital dollar should respect privacy rights guaranteed under the Fourth Amendment and leverage existing technologies in the private sector.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\"><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/TODAY?src=hash&amp;ref_src=twsrc%5Etfw\">#TODAY<\/a> @ 2 PM &#8211; Subcmte RM <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/RepStephenLynch?ref_src=twsrc%5Etfw\">@RepStephenLynch<\/a> leads Democrats as the Subcmte on Digital Assets, Financial Technology and Inclusion holds a hearing entitled \u201cDigital Dollar Dilemma: The Implications of a Central Bank Digital Currency and Private Sector Alternative\u201d<\/p>\n<p>:\u2026<\/p>\n<p>\u2014 U.S. House Committee on Financial Services (@FSCDems) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/FSCDems\/status\/1702358178350927955?ref_src=twsrc%5Etfw\">September 14, 2023<\/a><\/p><\/blockquote>\n<p>Paridon spoke about claims made by digital dollar supporters with counterarguments. She concentrated on issues that could arise within the banking system. Based on the list of potential risks, she concluded, \u201cA CBDC could undermine the commercial banking system in the United States and severely constrict the availability of credit to the economy.\u201d <\/p>\n<p>Skinner set CBDC largely in a historical context, beginning with the apparent intentions of the founding fathers. She concluded:<\/p>\n<blockquote><p>\u201cIntroducing CBDC is likely to have certain costs to individual economic liberty by providing the State with more tools \u2014 and hence greater temptation \u2014 to establish command-and-control style public policy.\u201d <\/p><\/blockquote>\n<p>The Cato Institute\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/cbdcs-threaten-americans-core-freedoms-cato-institute\">has a well-established record<\/a>\u00a0as an opponent of CBDCs. Michel addressed technical and political issues and saw no good coming from a U.S. CBDC.<\/p>\n<p><strong><em>Related: <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/house-committee-discussions-digital-dollar-hearing\">House committee will reopen discussions on digital dollar in Sept. 14 hearing<\/a><\/em><\/strong><\/p>\n<p>Carrillo stated his support for a digital dollar technology in general and opposition specifically to a CBDC. A major objection put forward by Carrillo was the concentration of responsibilities in the Federal Reserve, since the Treasury Department has many roles in monetary creation and implementation of financial technology as well.<\/p>\n<p>In his analysis, Carrillo stated, \u201cThere is a profoundly mistaken assumption that we do not already live in a financial surveillance state.\u201d He continued:<\/p>\n<blockquote><p>\u201cAlthough counterintuitive to some CBDC critics, substantively reigning in government financial surveillance means limiting public-private partnerships, as direct relationships between the government and members of the public are more likely to engender constitutional protections, including protection under the Fourth Amendment.\u201d <\/p><\/blockquote>\n<p>Blockchain technology is not a decisive factor in ensuring privacy, Carrillo argued:<\/p>\n<blockquote><p>\u201cAspirationally, blockchain hides sensitive data about users, but in practice, blockchain systems necessarily interface with the surveilled infrastructure of the rest of the internet.\u201d <\/p><\/blockquote>\n<p>Carrillo endorsed the Electronic Currency and Secure Hardware Act. It\u00a0was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/lynch.house.gov\/_cache\/files\/5\/0\/500162f9-7fce-4981-b9b9-16bf22e10ede\/83EE032381B9431A65DE22B213D3A10E.rep.-lynch-ecash-act-fact-sheet.pdf\">re-introduced<\/a> on Sept. 14 by Lynch and was not being examined by the subcommittee. <\/p>\n<p>Carrillo concluded that \u201cDFC [digital fiat currency] discourse in the United States is comparatively impoverished and unimaginative. [\u2026] Policymakers should support an array of Digital Dollar pilot programs and develop a steady rhythm of innovation, aiming to build a safe and secure financial system for all.\u201d <\/p>\n<p>The Fed\u2019s well-known mantra of no CBDC without congressional authorization is well known.\u00a0H.R. 3402, one of the bills under discussion at the hearing, would explicitly\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/docs.house.gov\/meetings\/BA\/BA21\/20230914\/116340\/BILLS-118HR3402ih.pdf\">require<\/a>\u00a0congressional authorization prior to the introduction of a CBDC. H.R. 3712, also under consideration, would largely <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/docs.house.gov\/meetings\/BA\/BA21\/20230914\/116340\/BILLS-118HR3712ih.pdf\">ban<\/a> CBDC research. Emmer <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/mit-digital-currency-initiative-introduces-at-scale-programmable-cbdc-platform\">referred to research by the Boston Fed<\/a> as \u201csketchy\u201d during the opening of the hearing. Emmer\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/tom-emmer-anti-cbdc-bill-reintroduced\">recently re-introduced CBDC Anti-Surveillance State Act<\/a>\u00a0was also on the hearing agenda.  <\/p>\n<p>The president\u2019s March 2022 executive order on digital assets <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/biden-s-executive-order-promises-great-things-for-the-crypto-industry-eventually\">mandated CBDC research<\/a>.
