told Decrypt that Kyrgyzstan\u2019s political environment creates \u201cvulnerabilities\u201d that can be exploited for illicit financial flows.<\/li>\n<\/ul>\n<\/div>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Russian individuals and groups are using Kyrgyzstan\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/?post_type=post&#038;p=5742\" target=\"_blank\" rel=\"noreferrer\" class=\"sc-adb616fe-0 bJsyml\"><span class=\"sc-5475d909-4 fBeAzA\">cryptocurrency<\/span><\/a> ecosystem to evade international sanctions, according to research from UK-based blockchain intelligence firm TRM Labs.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Publishing its findings in a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.trmlabs.com\/resources\/blog\/russia-leveraging-kyrgyzstans-crypto-ecosystem-to-evade-sanctions\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">blog<\/a>, TRM Labs reported that Kyrgyzstan appears to be serving as a front for cryptocurrency platforms and services linked to Russian exchange Garantex, which <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/309027\/russian-crypto-trading-platform-garantex-seized-by-secret-service\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\">was shuttered in March<\/a> after an international operation.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Its conclusions are based on analysis of transfers between Russia-linked entities and Kyrgyz-registered platforms, including transfers of the A7A5 <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/?post_type=post&#038;p=5761\" target=\"_blank\" rel=\"noreferrer\" class=\"sc-adb616fe-0 bJsyml\"><span class=\"sc-5475d909-4 fBeAzA\">stablecoin<\/span><\/a>, which it <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/317161\/sanctioned-russian-exchange-garantex-rebrand-grinex\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\">previously reported<\/a> has been used to move funds from Garantex to Kyrgyz-based Grinex.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">The report also finds that many Kyrgyz platforms are registered with the same residential addresses, contact details and founders, behavior typical of shell companies.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">In fact, Russia-linked activity accounts for almost all of Kyrgyzstan\u2019s cryptocurrency industry, which the report states was \u201cvirtually nonexistent\u201d a month before Russia\u2019s incursion into Ukraine in February 2022.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">\u201cThe recent growth of Kyrgyzstan\u2019s crypto industry appears to be driven by Russian demand, not domestic usage,\u201d says TRM Labs\u2019 EMA Head of Policy Isabella Chase, speaking to <i>Decrypt<\/i>.<\/p>\n<h2 class=\"sc-b2a202e4-2 bmropA gg-dark:text-white scene:font-itc-avant-garde-gothic-pro scene:font-light\" style=\"margin-top:2em;text-align:left;padding-bottom:16px;margin-bottom:16px;border-bottom:1px solid #dfe2e4\" color=\"#333\">Kyrgyzstan\u2019s pro-crypto pivot<\/h2>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Kyrgyzstan\u2019s government passed a pro-crypto law in January 2022, effectively recognizing cryptocurrencies as property, while also establishing a registration regime for virtual asset service providers (VASP).<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">In conjunction with growing demand from Russia, the passage of this law enabled the Kyrgyz crypto sector to grow rapidly, with VASPs having a transaction volume of $59 million by the end of 2022, and then of $4.2 billion in the first seven months of 2024 alone.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Yet Chase reiterated that there \u201cis little evidence of significant local retail adoption or organic demand within Kyrgyzstan itself,\u201d implying that the Kyrgyz cryptocurrency industry is effectively an outgrowth of its Russian counterpart.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">According to TRM Labs, \u201cMany Kyrgyz-registered platforms, including Grinex and Meer, exhibit clear links to Russian exchanges like Garantex and facilitate large-scale ruble-to-crypto transactions using Russian-backed stablecoins such as A7A5,\u201d Chase explained. She added that these platforms have become \u201ckey conduits for Russian entities\u2014both legitimate and illicit\u2014looking to access global financial systems amid sanctions.\u201d<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">TRM Labs\u2019 report also identifies some of the entities that have been using Kyrgyz exchanges in order to circumvent sanctions, including paramilitary outfit Rusich Group, which has registered wallet addresses with Envoys Vision Digital Exchange (EVDE).<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">The firm also found that EVDE and other exchanges have interactions with cross-border logistics firms and Chinese financial institutions, suggesting that Kyrgyzstan is playing an increasingly important role in helping Russia to procure dual-use goods (such as semiconductors and drones) for military purposes.<\/p>\n<p><iframe loading=\"lazy\" style=\"border:0\" src=\"https:\/\/myriad.markets\/embed\/market\/will-donald-trump-visit-china-in-2025-fd342253-a881-4f70-b1f1-b4c1b2c4cbd2\" width=\"100%\" height=\"415px\"><span data-mce-type=\"bookmark\" style=\"width:0px;overflow:hidden;line-height:0\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">For example, bilateral trade between Kyrgyzstan and Russia was worth $3.5 billion last year, while imports into Russia via nations such as Kyrgyzstan rose as high as $20 billion in the first half of 2023.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">In addition, TRM Labs also cited figures showing that Chinese exports of 45 particular dual-use goods to Kyrgyzstan and Kazakhstan increased by 64% between 2022 and 2023, reaching a combined value of $1.3 billion.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">And there are currently no real signs that Kyrgyzstan\u2019s cryptocurrency sector will stop expanding in the near future, with more than 126 VASPs now licensed in the country, and with its Ministry of Finance currently developing a domestic, USD-pegged stablecoin, USDKG.<\/p>\n<h2 class=\"sc-b2a202e4-2 bmropA gg-dark:text-white scene:font-itc-avant-garde-gothic-pro scene:font-light\" style=\"margin-top:2em;text-align:left;padding-bottom:16px;margin-bottom:16px;border-bottom:1px solid #dfe2e4\" color=\"#333\">A lack of checks and balances<\/h2>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Any potential progress is also likely hampered by Kyrgyzstan\u2019s governance and political climate.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">According to Altynai Myrzabekova, Regional Advisor for Eastern Europe and Central Asia at global anti-corruption organization Transparency International, Kyrgyzstan\u2019s political environment is characterized by weak checks and balances, as well as increasing executive power, which \u201ccreates vulnerabilities\u201d that can be exploited for illicit financial flows.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">\u201cWhile we have not independently assessed the specific use of Kyrgyz-based crypto exchanges by Russian actors,\u201d she told <i>Decrypt<\/i>, \u201cthe broader regional context, including state capture, weak judicial independence, and opaque control of natural resources, suggests a high risk of such practices being enabled or overlooked.\u201d<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Kyrgyzstan scored 25 out of 100 in <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.transparency.org\/en\/countries\/kyrgyzstan\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\">Transparency International\u2019s 2024 Corruption Perceptions Index<\/a>, a score which represents \u201cserious concerns\u201d about public sector integrity and transparency.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Myrzabekova told <i>Decrypt<\/i> that, \u201cWithout stronger safeguards, transparency measures, and the political will to enforce anti-money laundering and sanctions frameworks,\u201d Kyrgyzstan remains \u201chighly exposed to exploitation by corrupt actors and sanctioned entities.\u201d<\/p>\n<div class=\"my-4 border-b border-decryptGridline\">\n<div
