Edited excerpts:<\/p>\n<\/div>\n<div id=\"article-index-2\" class=\"storyParagraph\">\n<p><i><strong>Q: <\/strong>Tell us about the Patrick J McGovern Foundation \u2014 its mission and achievements.<\/i><\/p>\n<\/div>\n<div id=\"article-index-3\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>Patrick J McGovern <a rel=\"nofollow\" target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.mcgovern.org\/\" target=\"_blank\" class=\"backlink\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"Foundation\">Foundation<\/a>, a billion-and-a-half-dollar philanthropy, was born from scratch. We are, I think, the world\u2019s largest investor in AI for good or AI for public purpose. Airbnb bets on it, replaces a third of customer staff<\/a><\/div>\n<div id=\"article-index-5\" class=\"storyParagraph\">\n<p>We are one of the primary advisors to the multilateral system and to governments around the world on AI policy and AI governance.<\/p>\n<\/div>\n<div id=\"article-index-6\" class=\"storyParagraph\">\n<p><i><strong>Q: <\/strong>What is the role that AI is playing in governance?<\/i><\/p>\n<\/div>\n<div id=\"article-index-7\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>Having spent 25 years as a computer scientist and building AI, I deeply believe this is the <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/topic\/digital-transformation\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"largest transformation\">largest transformation<\/a> humanity has ever experienced. What does it mean? It means that we\u2019re changing not because of technology, but because we\u2019re challenging some assumptions about what\u2019s possible.<\/p>\n<\/div>\n<div id=\"article-index-8\" class=\"storyParagraph\">\n<p>We\u2019re opening up a future where an entirely new world is possible, in education, in agriculture, in medicine, but also in a new form of participation in democracy. AI creates entirely new opportunities.<\/p>\n<\/div>\n<div id=\"article-index-9\" class=\"storyParagraph\">\n<p>The idea that tech companies will build and somehow, we will all benefit doesn\u2019t work unless we build a new architecture for taking these tools and shaping them for human benefit. We have technology companies that innovate in incredible ways. We have governments around the world that regulate. But what we actually need to do is build a new layer of <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/ai\/artificial-intelligence\/chatgpt-translate-ai-tool-understands-context-tone-global-communication-solution-11769774489505.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"AI translation\">AI translation<\/a> for public purposes.<\/p>\n<\/div>\n<div id=\"article-index-10\" class=\"storyParagraph\">\n<p>How do we invest in the organisations, the tools, the applications, the layers of compute and data, plus also the ideas and vision for what\u2019s possible that doesn\u2019t just live for profit, but lives for purpose? This, I think, is the opportunity that we have in front of us.<\/p>\n<\/div>\n<div id=\"article-index-11\" class=\"storyParagraph\">\n<p><i><strong>Q:<\/strong> Is AI just another powerful tool \u2014 or something that changes human behaviour itself?<\/i><\/p>\n<\/div>\n<div id=\"article-index-12\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>The entire world has been built around the idea of scarcity. There\u2019s not enough to go around, and we built all these tools to do two things. One is to make a little more for all of us, and the other is to distribute it equally. I think the India story is really important because it\u2019s actually the alternative case, and we can talk about that more if you\u2019re interested.<\/p>\n<\/div>\n<div id=\"article-index-13\" class=\"storyParagraph\">\n<p><i><strong>Q:<\/strong> But at the same time, there\u2019s also a fear that we might lose jobs because of AI. There are some critics who are very vocal about it.<\/i><\/p>\n<\/div>\n<div id=\"article-index-14\" class=\"storyParagraph\">\n<p><strong>A:<\/strong> Too often, we ask whether AI will displace humanity, instead of a more fundamental question: do we want AI to double productivity with the same number of people, or deliver the same output with half the workforce? That choice is human, not technological.<\/p>\n<\/div>\n<div id=\"article-index-15\" class=\"storyParagraph\">\n<p>One path prioritises automation and <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/news\/trends\/how-is-ai-taking-over-jobs-parineeti-chopra-shares-startup-ceo-matt-shumers-post-this-should-scare-you-to-the-core-11770888352630.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"job displacemen\">job displacemen<\/a>t\u2014a bleak future. Left to markets focused on short-term profit, displacement will dominate. What we need instead is long-term thinking\u2014by policymakers, technologists, and civil society\u2014to design a future that values people, not just profits.\u2019<\/p>\n<\/div>\n<div id=\"article-index-18\" class=\"storyParagraph\">\n<p><i><strong>Q: <\/strong>How is AI playing out in philanthropy?<\/i><\/p>\n<\/div>\n<div id=\"article-index-19\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>Philanthropy has, over the years, shifted its approach. Instead of leading with financing, we invested in technical expertise, public awareness, and building an ecosystem to apply AI to problems like malnutrition, education, and healthcare.<\/p>\n<\/div>\n<div id=\"article-index-20\" class=\"storyParagraph\">\n<p>Today, the question is no longer how to start with AI, but how to reshape its public narrative. <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/Specials\/D6pM6HkSCeE13lY36aLNfI\/The-evolving-role-of-nonprofits-in-philanthropy.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"Philanthropy\u2019s role\">Philanthropy\u2019s role<\/a> is to think 30 years ahead \u2014 enabling long-term vision, risk awareness, public data access, talent development, and the design of AI as civic infrastructure.<\/p>\n<\/div>\n<div id=\"article-index-21\" class=\"storyParagraph\">\n<p><i><strong>Q:<\/strong> What are the challenges that the philanthropy sector has in India?<\/i><\/p>\n<\/div>\n<div id=\"article-index-22\" class=\"storyParagraph\">\n<p><strong>A:<\/strong> India operates from a different technical base. Access to advanced chips and large-scale compute remains limited, so efforts are underway \u2014 including philanthropic support and partnerships with institutions like Amrita University \u2014 to build local compute infrastructure.<\/p>\n<\/div>\n<div id=\"article-index-23\" class=\"storyParagraph\">\n<p>On data, however, India has an advantage: its scale and government-led data initiatives create a strong foundation.<\/p>\n<\/div>\n<div id=\"article-index-24\" class=\"storyParagraph\">\n<p>Talent is the critical challenge. Much <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/news\/india\/india-emerges-as-rising-hub-for-ai-stem-as-global-talent-migration-falls-8-5-yoy-report-11764936898542.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"global AI talent\">global AI talent<\/a> has been absorbed by the private sector. India must train AI scientists committed to public purpose and build policy incentives that support AI for societal benefit. Initiatives like India AI 2.0, offering grants and equity financing, are important steps.<\/p>\n<\/div>\n<div id=\"article-index-25\" class=\"storyParagraph\">\n<p>The bigger opportunity is to create a public AI stack, empower entrepreneurs at scale, and shape a governance model rooted in public investment, ownership, and multilateral engagement \u2014 offering an <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/Politics\/mq4JrcvtVGCFNTnba4bIzK\/To-save-floodplains-an-alternative-vision-for-Amaravati.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"alternative vision\">alternative vision<\/a> for the world.<\/p>\n<\/div>\n<div id=\"article-index-26\" class=\"storyParagraph\">\n<p><i><strong>Q: <\/strong>We have IITs in India, which are huge and where you mentioned foundations are working. On the other hand, we have these private universities coming up, like Ashoka. In Ahmedabad, there is Azim Premji University. We also have these people working on AI. So how do you balance this diversity?<\/i><\/p>\n<\/div>\n<div id=\"article-index-27\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>I was in India recently and discussed this issue at length with Prof. Ajay Kumar Sood, the Prime Minister\u2019s Principal Science Advisor. Beyond the IITs, I visited <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/Politics\/xlFBEthqdQWjUC7j3ryqIL\/India8217s-Best-Colleges--10-mass-communication-instit.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"MICA in Ahmedabad\">MICA in Ahmedabad<\/a> and PSG in the South, where I saw extraordinary talent and imagination in institutions not traditionally seen as AI leaders.<\/p>\n<\/div>\n<div id=\"article-index-28\" class=\"storyParagraph\">\n<p>This reinforced the need to broaden India\u2019s AI ecosystem. Graduates from places like PSG or MICA should have the same access to funding, research support, and opportunity as IIT graduates.<\/p>\n<\/div>\n<div id=\"article-index-29\" class=\"storyParagraph\">\n<p>To make that happen, funding flows must expand \u2014 ensuring entrepreneurs from these institutions can access venture capital, government grants, public datasets, and support to build both commercial and public-purpose AI solutions.<\/p>\n<\/div>\n<div id=\"article-index-30\" class=\"storyParagraph\">\n<p><i><strong>Q: <\/strong>We just had an announcement of the India\u2013US bilateral agreement notice. What about the cooperation between India and the US on AI in terms of regulation, in terms of infrastructure, in terms of data?<\/i><\/p>\n<\/div>\n<div id=\"article-index-31\" class=\"storyParagraph\">\n<p><strong>A:<\/strong> I think it\u2019s incredibly important that we establish the new economic cooperation framework. But it must be paired with a technology and governance-sharing framework. This includes obvious priorities like access to chips and domestic compute capacity.<\/p>\n<\/div>\n<div id=\"article-index-32\" class=\"storyParagraph\">\n<p>More importantly, the flow should go both ways \u2014 not just chips from the US to India, but <a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/focus\/tech-firms-seek-push-for-ai-innovation-digital-infrastructure-in-budget-11769856248426.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"data, innovation\">data, innovation<\/a>, and AI models from India to the US. This deal could help enable that exchange.<\/p>\n<\/div>\n<div id=\"article-index-35\" class=\"storyParagraph\">\n<p><i><strong>Q:<\/strong> What are the key things India can learn from the US, and vice versa?<\/i><\/p>\n<\/div>\n<div id=\"article-index-36\" class=\"storyParagraph\">\n<p><strong>A: <\/strong>Look, from the US to India is very straightforward because we HAVE been doing it for so long, right?<\/p>\n<\/div>\n<div id=\"article-index-37\" class=\"storyParagraph\">\n<p>What matters now is deeper collaboration \u2014 not just in research, but at the commercial level \u2014 as AI models evolve rapidly. We know what they can do today, but we must prepare for what they\u2019ll achieve in five years.<\/p>\n<\/div>\n<div id=\"article-index-38\" class=\"storyParagraph\">\n<p>At the same time, India\u2019s experience in building digital public infrastructure and an AI translation stack at scale offers lessons for the US.<\/p>\n<\/div>\n<div id=\"article-index-39\" class=\"storyParagraph\">\n<p>Finally, India\u2019s complex, data-intensive use cases \u2014 possible only in ecosystems of such scale \u2014 can produce solutions that significantly strengthen systems in the US and the broader<a rel=\"nofollow\" target=\"_blank\" class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/global-citizenship-is-plan-b-for-ultra-hnis-says-himanshu-kohli-of-client-associates-financial-planning-family-office-11707718572398.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" data-vars-anchor-text=\"global north\"> global north<\/a>.<\/p>\n<\/div>\n<div id=\"article-index-40\" class=\"storyParagraph\">\n<p><i><strong>Q:<\/strong> Can you differentiate how AI can bring change in India, as it has in other countries, say the US?<\/i><\/p>\n<\/div>\n<div id=\"article-index-41\" class=\"quoteBlock\">\n<p>The real question is who decides. AI has to be an invisible infrastructure. It has to restructure systems. But for the person, it doesn\u2019t matter if it\u2019s being run by AI or not by AI. It actually has to work.
