Developers have scheduled Fork-Choice Enforced Inclusion Lists, or FOCIL, as the consensus-layer headliner for the network\u2019s upcoming <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/forkcast.org\/upgrade\/hegota\" target=\"_blank\" rel=\"noopener nofollow external\" class=\"sc-adb616fe-0 bJsyml\">Hegota<\/a> upgrade.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">The Hegota upgrade is a coordinated change to the network\u2019s core rules that developers expect to roll out in the second half of 2026. The proposal, entered as <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/forkcast.org\/eips\/7805\" target=\"_blank\" rel=\"noopener nofollow external\" class=\"sc-adb616fe-0 bJsyml\">EIP-7805<\/a>, is designed to ensure that <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/resources\/what-is-ethereum-quickly-explained-four-minute-guide\" target=\"_blank\" rel=\"noopener\" class=\"sc-adb616fe-0 bJsyml\">Ethereum<\/a> remains censorship-resistant at the protocol level by forcing validators to include all transactions.<\/p>\n<p block ignores valid transactions from inclusion lists, then the chain can fork away from it, guaranteeing that any valid public-mempool transaction gets included within a bounded number of certain transactions, including those tied to sanctioned addresses or protocols\u2014such as the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/decrypt.co\/311103\/us-treasury-lifts-sanctions-tornado-cash\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\">once-sanctioned Tornado Cash<\/a>\u2014this network change would ensure they&#8217;re included.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">In an X <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/VitalikButerin\/status\/2024523896360464791?s=20\" target=\"_blank\" rel=\"noopener nofollow external\" class=\"sc-adb616fe-0 bJsyml\">post<\/a> on Thursday, Ethereum co-founder Vitalik Buterin said FOCIL works in combination with <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/forkcast.org\/eips\/8141\" target=\"_blank\" rel=\"noopener nofollow external\" class=\"sc-adb616fe-0 bJsyml\">EIP-8141<\/a>, which he said makes smart accounts\u2014including multisig, quantum-resistant signatures, key changes, and gas sponsorship\u2014\u201cfirst-class citizens.\u201d<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base
